IT consulting companies in Virginia: 10 firms, grouped by the need

By
18 Minutes Read

You searched for IT consulting companies in Virginia and opened a directory with 125 firms on it. A computer repair shop sat a few rows from a defense contractor, most listings had a 5.0 rating, and some of the "Virginia" firms turned out to be headquartered in Kansas or Minnesota.

You have one problem to solve and budget for one company. The list does not tell you which kind of company that is.

This guide starts one step earlier. It sorts IT consulting into the 3 kinds of work the term covers in Virginia, then profiles 10 IT consulting firms headquartered in the state, grouped by that work.

Each profile shows where the team sits, what the firm charges, and a question to ask on the first call. After the list comes 5 checks you can run on any IT consultant.

One disclosure before you start: Sproutly publishes this guide and is on the list, in the first group. The methodology section explains how we applied the same rules to ourselves.

Which kind of IT consulting do you need?

An IT consulting company advises on and delivers technology work a business cannot staff internally. In Virginia, the term covers 3 different services: software and product consulting for building applications, managed IT and cybersecurity for day-to-day systems, and enterprise or federal consulting for large programs. Each group prices, contracts, and staffs work differently, so the first decision is which group fits the problem.

If your problem is...

You need

How the work is usually bought

Check

Building, rescuing, or checking software or an app

Software and product consulting

A scoped project or a series of sprints

Group 1

Computers, networks, email, security, or compliance for your team

Managed IT and cybersecurity

An ongoing monthly contract; security tests as one-off projects

Group 2

A large program across an enterprise or a federal agency

Enterprise and federal consulting

Multi-year contracts, often through government contract vehicles

Group 3

Group 1 is you if you have an app idea, a half-built product a previous developer left behind, or a dev team whose progress you cannot judge. You need people who can define the product, build it or find who will, and tell you whether the work is on track. If you are still deciding how to pick a builder, our guide on how to choose a software development company covers the selection criteria in detail.

Group 2 fits if your office laptops, Wi-Fi, Microsoft 365 accounts, backups, or security questionnaires are eating your week. A managed IT firm runs those systems for you. A cybersecurity firm tests them.

Group 3 is for people who run technology at a large company or a government agency. It is on the list for completeness, and most small businesses reading this guide will not hire from it.

How we chose these IT consulting firms in Virginia

This list includes 10 IT consulting companies headquartered in Virginia, checked on Clutch and company websites in November 2026. Each company has at least 3 years in business and public proof of work, either Clutch reviews or named client case studies. Companies are grouped by the problem they solve and ordered by team size within each group, and Sproutly, the publisher, is included and disclosed.

Every company on the list meets all 4 rules:

  1. Headquarters in Virginia , as listed on the company's Clutch profile or its own website. A Virginia branch of a company headquartered elsewhere does not qualify.
  2. At least 3 years in business.
  3. Public, checkable proof of work: Clutch reviews (we report the count) or named client projects on the company's own site.
  4. IT consulting as a core service , in one of the 3 groups above.

For each company we also report its founding year, team size, other offices, Clutch rating, hourly rate, and minimum project size. These numbers help you compare. They do not affect the order.

Why team size sets the order. A 10-person firm and a 1,400-person firm treat a $25,000 project differently. Within each group, the smallest team comes first and ties go alphabetical, so read position 1 as "smallest team" and nothing more.

About Sproutly's place on the list. Sproutly is headquartered in New Market, Virginia, and has been in business since 2017, so it meets the same rules as everyone else. Its Clutch profile lists 2 to 9 employees, which puts it first in Group 1 under the team-size rule.

Sproutly's profile uses the same template as the other companies in Groups 1 and 2, limitation included. No company paid to appear on this page.

Every rating links to the Clutch profile it comes from. Rates and minimums change, so confirm them with the company before you plan around them.

IT consulting companies in Virginia compared

Virginia IT consulting companies range from 2-person advisory firms to federal contractors with more than 30,000 employees. On Clutch's Virginia IT consultants page in November 2026, published hourly rates ran from 25–49 to 200–300, and at least 8 of the first 20 firms accepted projects from $1,000. Software consultancies on this list set published minimums from $10,000 to $50,000.

Use this table to cut the list to 2 or 3 names in your group. The "Other offices" column shows where else each company works, which often means where the people doing your work will sit.

How to check that a Virginia IT firm is based in Virginia

Directory pages for Virginia include IT consulting firms headquartered in other states. In November 2026, 3 of the first 6 firms on Clutch's Virginia IT consultants page listed headquarters in Maryland, Minnesota, and Kansas on their own profiles, with Virginia as 1 of several offices. One listed 50 locations, 1 in every state, and each company's headquarters address sits on its Clutch profile.

The pattern shows up in 3 forms across the directories that rank for this search:

  • A branch office of a company based elsewhere. The Virginia office may be real, but leadership, contracts, and most of the team sit in another state.
  • A national firm that lists an "office" in every state. It appears in every state's directory page, including Virginia's.
  • A listing whose description names a different region. On DesignRush, one firm listed in Virginia Beach describes itself as serving "Denver-area businesses."

Those firms may still be good choices. On a directory, though, "Virginia" works as a search filter, so the address is yours to check.

The second check is where the people doing the work sit. On this list, EnterBridge has an office in Utah, Modus Create in Romania and France, 10Pearls in Latin America and Pakistan, and Sproutly works with partner teams onshore, nearshore, and offshore.

A team in another state or country can be the right setup for your budget. You should know about it before you sign.

For you, the gap between headquarters and team changes 3 things:

  • Shared working hours. Colombia shares a full working day with Richmond for most of the year. Romania is 7 hours ahead, and Pakistan 9 to 10.
  • Who shows up on site. For managed IT, someone has to walk into your office. For software, a video call usually does the job.
  • Contract and jurisdiction. You may sign with a Virginia company while the work happens under another country's law. The IP assignment clause has to cover every person who writes your code.

Our guide to onshore vs nearshore vs offshore outsourcing shows how much of your working day each location shares, and every profile below lists both the headquarters and the other offices.

Software and product consulting firms in Virginia

Software and product consulting firms in Virginia help businesses define, build, rescue, or review software and apps. On this list, they range from Sproutly, a New Market firm with 2 to 9 people that manages builds through partner teams, to 10Pearls, with more than 1,000 employees. Published minimum projects run from $10,000 to $50,000.

1. Sproutly: best for founders who need the build managed

Christopher George started Sproutly in New Market, Virginia on July 20, 2017, with a single client.

  • HQ: New Market, VA · Other offices: Greenville, SC
  • Team: 2 to 9 on Clutch, led by fractional (part-time, shared) executives
  • Who builds: partner teams onshore, nearshore, or offshore
  • Clutch: 5.0 from 1 review · Hourly rate: $50 to $99 · Min project: $10,000+

Proof. For WindowSeat, a family audio app, Christopher George was fractional CTO from August 2023 to May 2025, and Sproutly found and managed the offshore team. WindowSeat hit its tight MVP launch date, and CEO Mark Cook writes on Clutch that Sproutly "filled all the gaps on our founding team."

Strength. Sproutly works on the founder's side of the build: it defines the product, finds a team or assesses yours, and checks progress every sprint.

Who it is less suited to. Help desk, network, or device support, which is Group 2 work. With 1 Clutch review, Sproutly trips this guide's own red flag, so ask for a second reference. Builds go to partner teams, which means you deal with 2 organizations.

Ask them: "Which team will write my code, where do they sit, and who at Sproutly reviews their work each sprint?"

2. EnterBridge: best for a Richmond team that builds

EnterBridge has built custom software from Richmond since 2001, and it also has an office in Lehi, Utah.

  • HQ: Richmond, VA · Other offices: Lehi, UT
  • Team: 10 to 49 on Clutch (30+ per its profile)
  • Clutch: 4.9 from 16 reviews · Hourly rate: not published · Min project: $25,000+
  • Service mix: custom software 45%, mobile apps 35%, AI agents 10%, IT strategy 10%

Proof. For House Call Doctors, a mobile medical practice, EnterBridge built a scheduling platform with geomapping, a charting form, and a billing integration, according to the practice manager's Clutch review. A solutions architect at Ferguson, the construction products distributor, reports that its team uses EnterBridge's pricing tools every day.

Strength. Reviewers mention weekly progress meetings, and one calls the firm "right sized," meaning it can staff a large project without a big-company approval chain. EnterBridge has 25 years in Richmond, a long local record for a firm of its size.

Who it is less suited to. Projects under $25,000. EnterBridge also does not publish an hourly rate, so you will need a quote to compare it with others.

Ask them: "Will my developers be in Richmond or in Utah, and who is my day-to-day contact?"

3. Modus Create: best for scaling an existing product

Modus Create, founded in 2011 and headquartered in Reston, sells product design and engineering and aims at the work that continues after launch.

  • HQ: Reston, VA · Other offices: Cluj-Napoca, Romania; Paris, France (per Built In)
  • Team: 250 to 999 on Clutch (about 450 per Built In)
  • Clutch: 4.7 from 19 reviews · Hourly rate: not published · Min project: $25,000+
  • Service mix: custom software 40%, mobile apps 30%, app modernization, UX/UI, and web design 10% each

Proof. For Datacolor, Modus Create built native Android and iOS SDKs that connect a Bluetooth color-measuring device to mobile and cloud apps, according to Datacolor's VP of Consumer Solutions on Clutch. The reviewer credits the team with picking up how Datacolor's business works without a long onboarding.

Strength. Modus Create keeps design and engineering in one firm and lists app modernization as a service. That suits a product that already has users and needs parts rebuilt while it keeps running.

Who it is less suited to. A first build on a seed budget. Also check the time difference: Cluj-Napoca is 7 hours ahead of Virginia, so a Romanian team shares about 1 to 2 hours of a standard Eastern working day.

Ask them: "What share of my team will work from Romania, and which hours overlap with mine?"

4. 10Pearls: best for a large blended team at lower rates

10Pearls, founded in 2004 and headquartered in Vienna, Virginia, has the lowest published rate band in Group 1: $25 to $49 an hour.

  • HQ: Vienna, VA · Other offices: Medellín, Colombia; Escazú, Costa Rica; Lima, Peru; Karachi, Lahore, and Islamabad, Pakistan; London, UK; New York; Chicago
  • Team: 1,000 to 9,999 on Clutch (about 1,400 per Built In)
  • Clutch: 4.9 from 36 reviews · Hourly rate: $25 to $49 · Min project: $50,000+
  • Service mix: custom software 30%, AI development 20%, mobile apps 20%, cloud, DevOps, and web design 10% each

Proof. Technisys, a digital banking technology company, has used 10Pearls full-stack developers and QA engineers since 2019, according to its Head of Product Engineering on Clutch. He cites the value of the team's skills relative to its rate.

Strength. 10Pearls can staff your team from Latin America, which shares most of a Virginia working day, or from Pakistan, where the cost and time-zone trade-off is different.

Who it is less suited to. Projects under $50,000, the highest minimum in Group 1. With 10 offices, the location question matters more here than anywhere else on the list.

Ask them: "Which office would staff my project, and who is my contact in my time zone?"

Managed IT and cybersecurity firms in Virginia

Managed IT and cybersecurity firms in Virginia run a company's day-to-day technology: help desk, networks, devices, security, and compliance. The 3 firms on this list each list 10 to 49 employees and $150 to $199 hourly rates on Clutch. Teal and Capital Techies accept projects from $1,000; ioSENTRIX, a penetration testing specialist, starts at $25,000.

A managed service provider (MSP) is a firm that runs your IT for a monthly fee. All 3 firms here are the same size on Clutch, so they appear in alphabetical order.

5. Capital Techies: best for small offices and nonprofits

Capital Techies has supported organizations from a single office in Fairfax since 2005.

  • HQ: Fairfax, VA · Other offices: none listed
  • Team: 10 to 49 on Clutch
  • Clutch: 4.7 from 6 reviews · Hourly rate: $150 to $199 · Min project: $1,000+
  • Service mix: managed IT 50%, cybersecurity 30%, cloud 10%, IT strategy 10%

Proof. Springboard Enterprises, a nonprofit, relies on Capital Techies for new laptop setup, data backups, and day-to-day fixes. Its reviewer on Clutch says the team "always respond[s] within 24 hours."

Strength. A local, single-office team, so on-site visits in Northern Virginia are realistic. The $1,000 minimum makes it reachable for a small office.

Who it is less suited to. Teams that are growing fast. One of its 6 Clutch reviews, from a political organization, rates it 3.0 and reports mistakes with permissions and user accounts during a rapid scale-up, which the reviewer partly attributes to their own growth.

Ask them: "What is your response time, and is it written into the contract?"

6. ioSENTRIX: best for a security test before a big deal

ioSENTRIX has done only cybersecurity work from Herndon since 2017.

  • HQ: Herndon, VA · Other offices: none listed on Clutch
  • Team: 10 to 49 on Clutch
  • Clutch: 5.0 from 6 reviews · Hourly rate: $150 to $199 · Min project: $25,000+
  • Service mix: cybersecurity 100%

Proof. A financial services client that worked with ioSENTRIX from February to August 2026 reports that the team "identified over 150 security findings and helped remediate more than 95% of critical and high-risk issues," according to its Clutch review.

Strength. Penetration testing, where security specialists try to break into your systems the way an attacker would. ioSENTRIX is listed as a member company of CREST, an international accreditation body for security testing firms. [VERIFY at crest-approved.org] If an enterprise customer has sent you a security questionnaire, a test report from a specialist is often what closes it.

Who it is less suited to. Ongoing IT support, and budgets under $25,000. The financial services reviewer's one suggestion was more time walking internal staff through the results, so ask how your developers will get the findings explained.

Ask them: "Is a retest after we fix the findings included in the price?"

7. Teal: best for managed IT with compliance support

Teal formed when Aligned Technology Solutions of Alexandria, founded in 2009, merged with TechGen Consulting of Minneapolis, founded in 2000.

  • HQ: Alexandria, VA · Other offices: Washington, DC; Minneapolis, MN
  • Team: 10 to 49 on Clutch
  • Clutch: 4.9 from 19 reviews · Hourly rate: $150 to $199 · Min project: $1,000+
  • Service mix: managed IT 55%, AI consulting 15%, compliance consulting 15%, cybersecurity 15%

Proof. An Alexandria financial services firm moved its help desk, network design, and IT security to Teal from a previous provider. Its VP writes on Clutch that the team "always deliver[s] on time and [is] very responsive."

Strength. Compliance sits next to managed IT in one firm. If your clients or regulators ask how you protect data, Teal can run the systems and help you document the answers.

Who it is less suited to. Software builds. With offices in 3 cities, also ask which one would serve you.

Ask them: "Which compliance frameworks have you taken a client through, and can I speak with that client?"

Enterprise and federal IT consulting firms in Virginia

Northern Virginia and Richmond host some of the largest IT consulting firms in the US. Booz Allen Hamilton, headquartered in McLean, reported $11.2 billion in revenue for the fiscal year ended March 31, 2026, with about 31,500 employees. ManTech in Herndon and CapTech in Richmond serve federal and large commercial clients, and none of the 3 is set up for small-business projects.

If you run a small or mid-size business, Groups 1 and 2 are where to look. These 3 firms are here so the list reflects who does IT consulting in Virginia.

8. CapTech: best for large commercial companies

CapTech opened in Richmond in March 1997 and now has 8 offices, including Reston. Its site cites 8 consecutive years on Forbes' list of America's Best Management Consulting Firms.

Clutch lists 250 to 999 employees, $100 to $149 an hour, and a $10,000 minimum, with no reviews yet. Its client stories include work for ScoreSight and Georgia CareConnect.

Strength: 2 Virginia offices (Richmond and Reston) inside an 8-office firm, with commercial and public-sector clients. Less suited to: small businesses, and buyers who want reviews to check first, since its Clutch profile has none yet.

Ask them: "Which team would staff a project our size, and from which office?"

9. ManTech: best for national security programs

ManTech has been headquartered in Herndon since its founding in 1968. Carlyle took it private in a $4.2 billion all-cash deal completed in 2022, when the company had more than 9,800 employees, according to ExecutiveGov. Its clients are federal agencies, with a focus on national security.

Strength: more than 50 years of federal work from the same Herndon base. Less suited to: commercial buyers of any size, since its work runs through federal contracts.

Ask them: "Which contract vehicles do you hold that my agency can use?"

10. Booz Allen Hamilton: best for federal agencies and defense

Booz Allen Hamilton, founded in 1914 and headquartered in McLean, reported $11.2 billion in revenue for fiscal 2026 and about 31,500 employees as of March 31, 2026. Its work spans defense, civilian agencies, and national security.

Strength: scale, with about 31,500 people for programs that need large teams. Less suited to: small and mid-size businesses, since its work runs through large federal programs.

Ask them: "Who from the proposal team will stay on the program after award?"

How much IT consultants charge in Virginia

IT consultants in Virginia publish hourly rates from 25–49 to 200–300 on Clutch, based on the first page of its Virginia IT consultants listing in November 2026. Managed IT and security firms on this list cluster at $150 to $199 an hour. Software consultancies set project minimums from $10,000 to $50,000, and federal firms work through government contract vehicles.

What drives the number you will pay:

  • The group. Managed IT is an ongoing service, so you compare monthly cost. Software work is a project, so you compare total cost for the same scope.
  • Where the team sits. On this list, the lowest published rate in Group 1 ($25 to $49 at 10Pearls) comes from a firm with most of its offices outside the US.
  • Scope. A $1,000 minimum buys a small fix. A new app needs a written scope before any quote means anything.

Treat a published rate band as a filter. It tells you which firms fit your budget range. The quote comes after the firm understands your problem.

How to choose an IT consulting company in Virginia

Choosing an IT consulting company in Virginia starts with matching the firm's group to the problem, then checking the headquarters address, where the team works, who owns the accounts, how progress is reported, and what the contract says about exit. Each check takes 1 question on the first call and prevents the most common hiring mistakes.

1. The firm does your kind of work

Ask for 2 projects like yours, with a client you can call. A managed IT firm that "also does apps" and a software firm that "also does IT support" are both answering a question you did not ask.

Ask: "Can I speak with a client whose problem looked like mine?"

2. Where the company and the team are

Check the headquarters on the company's Clutch profile. Then ask for the city of the people who will do your work, and compare their hours with yours. Our guide to onshore vs nearshore vs offshore outsourcing shows the overlap by region.

Ask: "Which city is my team in, and what are their working hours?"

3. You own the accounts and the code from day 1

Your company should hold owner access to the code repository, hosting, domains, admin passwords, and app store accounts from the first week. The contract should assign all code and IP to you. Our article on vendor lock-in explains who owns your code and accounts and what to fix if you do not.

Ask: "Will my company be the owner of every account from day 1? <"

4. You can see progress without reading code

For software, that means a staging link (a private copy of the product where new work is tested) you can open whenever you want, and a working demo at the end of every sprint. A sprint is usually 2 weeks, so expect a demo every 2 weeks.

For managed IT, it means a monthly report on tickets, response times, and security issues. If you cannot see progress, our list of 7 signs your dev team is behind helps you tell normal delays from real trouble.

Ask: "What will I see every month, or every sprint, without asking?"

5. The exit is in the contract

Notice period, handover, and documentation if you leave. Every relationship ends at some point, and the exit terms decide how much that costs you. Our guide to IT outsourcing risks and how to control them covers the contract terms to settle before you sign.

Ask: "If we part ways, what do you hand over, and how fast? "

Red flags on the first call

  • A "Virginia" firm that cannot say who would come on site. For managed IT especially, that answer decides whether the firm is local for you.
  • A 5.0 rating from 1 review. Many firms on GoodFirms' Virginia IT consulting page show exactly that. One review is a single data point, so look for 3 or more before you treat a rating as a track record.
  • A quote before any questions. The firm priced your problem without asking who uses the system or what has gone wrong before.
  • No named clients. Ask for 1 reference call. A firm with good work will arrange it.

Wrapping up

The right IT consulting company in Virginia depends on which of the 3 kinds of work you need, so pick the group first. Then check 2 locations for every name on your shortlist: where the company is headquartered and where your team will sit. The 5 questions above cover the rest in a 30-minute call.

How Sproutly helps

Sproutly helps startups and small businesses that build software with outsourced teams. We have worked from New Market, Virginia since 2017.

We help you define what you are building before anyone writes code, find a development team (onshore, nearshore, or offshore) or assess the one you already have, and monitor progress every sprint. For WindowSeat, that meant acting as fractional CTO, finding the offshore team, and managing the build to an MVP launch. For Tow Ninja, it meant taking over an MVP from a previous developer and getting it to a pilot in Harrisonburg.

If your problem is office IT, networks, or a compliance audit, a Group 2 firm on this list is the better fit, and we will tell you so.

You can also meet the team behind Sproutly .

FAQ

What does an IT consulting company do?

An IT consulting company advises on and delivers technology work a business cannot staff internally. In Virginia, that covers 3 kinds of work: software and product consulting (defining, building, or reviewing applications), managed IT and cybersecurity (running and protecting day-to-day systems), and enterprise or federal consulting (large, multi-year programs). Most firms specialize in 1 of the 3, so match the firm to your problem first.

What is the difference between IT consulting and managed IT services?

IT consulting is advice and project work: a strategy, an assessment, a new system, or a security test. Managed IT services are an ongoing contract where a firm runs your technology, usually for a monthly fee, covering help desk, devices, networks, and security monitoring. Many Virginia firms, including Teal and Capital Techies on this list, sell both, so ask which one a quote covers.

How much does an IT consultant cost in Virginia?

On Clutch's Virginia IT consultants page in November 2026, published hourly rates ran from 25–49 to 200–300, and many firms accepted projects from $1,000. On this list, managed IT and security firms charge $150 to $199 an hour, and software consultancies set minimums from $10,000 to $50,000. Your scope decides the real number, so compare quotes for the same written scope.

Do I need an IT consulting company based in Virginia?

For managed IT, usually yes, because someone may need to come to your office. For software, a local firm is a preference rather than a requirement. What matters is a contact in your time zone, enough shared working hours with the team, and a contract under US law that assigns you the code; a Virginia headquarters covers the first and the third, so ask about the second.

What is the best IT consulting company in Virginia for a small business?

It depends on which kind of IT help you need: for office IT and security, Capital Techies and Teal both accept projects from $1,000. For software, Sproutly (which publishes this guide) manages builds for non-technical founders, and EnterBridge builds custom software from Richmond. Whichever you choose, check where the team works, who owns your accounts, and how you will see progress.

Does my business need to comply with Virginia's privacy law?

It might: the Virginia Consumer Data Protection Act (VCDPA) took effect on January 1, 2023, and applies to businesses that control or process the personal data of 100,000 or more Virginia consumers a year, or 25,000 or more if over half their revenue comes from selling personal data. If you are close to either number, ask your IT consultant how your systems handle that data. This is general information, not legal advice.

What should I prepare before calling an IT consultant?

A short problem statement, a list of your current systems and who has admin access to each, a budget range, and a deadline. For software, add a 1-page scope: who the product is for and what version 1 must do. Sending the same notes to every firm makes their answers comparable, and their questions back will tell you a lot about them.
